Maryland ushers in its adult use cannabis market
On May 3, 2023, Governor Wes Moore signed the Cannabis Reform Act into law. The Act created the Maryland Cannabis Administration (MCA), which is the agency charged with regulating Maryland’s regulated cannabis industry.
On July 1, 2023, the law became effective, and adults are now permitted to purchase adult-use cannabis and cannabis products from a licensed dispensary (i.e. non-medical cannabis) in Maryland.
On December 12, 2023, the MCA closed the first application period for adult-use cannabis licenses across all license categories. License categories include: standard dispensary, standard grower, standard processor, microgrower, microprocessor, and micro dispensary. This application period was limited to applicants that were verified by the Office of Social Equity.
The application period for non-social equity applicants is expected to begin after May 2024.
Licenses awarded in 2024 lottery
The MCA awarded 179 social equity licenses by entering eligible applicants into a license lottery in March 2024. Following the 2023 application period, 1,474 license applications were eligible to enter the lottery.
